To start this, we can multiply 28 by five to give us the total of the first set of numbers. This gives us 140. Next, we can multiply 11 by 12 which does the same thing but for the second set. This gives us 132. If we add 140 and 132 we get 272. That is the sum of both sets combined. To find the mean of this, we need to divide 272 by the amount of all the numbers in total. This means that we do 272/17 which gives us 16. This is our answer.
